Global COE Program Committee
In addition to the project leader and section leaders of the Global COE Program, we have established the Global COE Program Committee. This committee consists of the dean, the vice dean, the head of the department and board of education members from the University of Tokyo Graduate Schools for Law and Politics. The committee conducts the most basic decision-making operation for the educational and research activities of the center.
Global COE Advisory Committee
We have established the Global COE Advisory Committee consisting of outside experts to draw-up progress reports on our programs and to facilitate evaluation by outside advisors. The advisory committee members are appointed from outside our university, but we also intend to secure a system to assess our educational and research activities from a general perspective by introducing outside specialists (for example, members drawn from private companies, certified public accountants and lawyers).
Research Activities
Our research activities are organized by; the basic theory section; the public regulation section; the commercial transactions section; and the intellectual property section. Project scholastic members and project researchers for center formation are stationed at each section. Just as in the case of educational activities, the Global COE Program Committee formulates the basic policy for research activities as well, but section leaders are in charge of specific research activities and manage study group activities. These research activities are conducted through close collaboration and coordination between the project leader and the section leaders.

These sections are organized with the intent of facilitating smooth research activities, in small groups that share the same specialties. Therefore, they are not bureaucratic or compartmentalized structures. For example, project scholastic members and project researchers for center formation are free to participate in the study meetings and workshops of sections other than the ones they are directly in charge of. The Global COE Program Committee plays a significant role in depicting a grand vision for the entire research activities, for example, by facilitating smooth and balanced budget executions for each section.

For comprehensive soft law database construction, the database construction team, consisting of all the members involved in center formation plans, including project scholastic members, is organized under the control of the project leader. Based on the data collection policy formulated by the team, each member collects and classifies data.
